I'm not sure if this is what you mean, but:

In the upper left corner of the [File → Modifier Key Settings] dialog, there are items called [Common Settings] and [Tool Processing Settings].
Try switching between these to see if it's not available for a specific [Tool Processing] or if it's not available for all cases.
I think this will help isolate the problem.
Note that you should look at [Tool Processing] instead of the name of a specific individual subtool.

If this seems to solve the problem, pay attention to [Tool Processing Settings] and check or modify these settings with the [Subtool] you usually use selected.
(At least, this is how I can zoom the canvas by using only the mouse wheel up and down without using the [Ctrl key].)

Please note that after changing the settings, restart CSP just to be sure.

If this does not apply, or if you have any additional notes to add, you can write them from the "Post an Answer" below.

I can't tell from your image what you want to do.

It's just a guess, but if you want to increase the timeline playback time, I think you can add a new animation cell by dragging and dropping the blue square (end mark) in the top right of the timeline palette further to the right.

I'm sorry if I don't understand the meaning of your question.

    I'm glad it worked :)

My guess as to why there are both [Common Settings] and [Tool Processing Settings] is that it may not be necessary for people who use only specific tools, such as brushes, but for people who use various types of tools at the same time, it may be more efficient to separate operations for each specific tool.
