brush only paints in blue and white, how was that done?

I downloaded a brush called Magic Water. The tip is oddly shaped, not just round. It paints in two shades of blue, with some white thrown in. It does not matter what colours I choose for foreground and background, it's always the same.

The brush tip shape seems to be from a material.

Main question: How was the colour preset?

I went into the sub tool settings and clicked the wrench, but did not see any way to change the colour, or make it adjustable with the eyedropper.

In the 2 - Brush shape option, the dual brush box is not selected.

Secondary question: Can I change the settings so I can choose different colours?

I am new to digital art, and I know very little about brushes and brush dynamics.

    If the brush tip image is created on a color layer, you cannot change the color.
    Is the tip of the brush painted in blue and white?

    Material palette → [Image material] folder → [Brush] folder → Find the corresponding brush tip image → Paste it on the canvas → Tool properties → Change [Expression color] to gray → Drag and drop it to the material palette → Double-click the material to open the material properties → Check [Use for brush tip shape] (item at the bottom left) → Select the corresponding brush on the subtool → Open [Subtool details] → Brush tip item → Replace with the material you changed to gray earlier
    You will now be able to change the color.

    Alternatively, you can change the color by changing the color correction without changing the brush settings.
    When using that brush, draw on a layer separate from the other parts → Layer menu → [New color correction layer] → [Gradient map] → Apply the desired gradient → A gradient map layer will be created, so clip it to the layer using that brush

    ※The gradient can be changed as many times as you like.
    Double-click the gradient map layer → select a different gradient and apply it

    Specific brush = Content ID: 2014729
    Unfortunately, the first instructions broke down at
    Material palette → [Image material] folder → [Brush] folder → Find the corresponding brush tip image → Paste it on the canvas → Tool properties → Change [Expression color] to gray → (there was nowhere to Change anything.)
    I am using Clip Studio Paint Pro v 3.0.4, if that helps
    The alternative method works, but is not as easy as I would like.
    So it goes.
