I currently own a perpetual license for Clip Studio 3.0, which is installed on my laptop. However, I just got a new laptop and am trying to figure out whether I need to buy a new license to be able to use Clip Studio on it.

Hello, it will not be necessary, since your license is directly connected to your account

Nope! You can activate your current license on the new device. However remember that there is a device limit 3 of three.

Where did you get that information?

I thought you had to get a separate thing for dual-device licenses?

If you won't be using your old laptop computer after the migration, there's no need to buy a new one.

The download version can be installed on two computers, and you can switch between them by pressing the "Switch and start" button. (Simultaneous start is not possible)

You can also install and start it on a third PC. However, if you have installed it on PC_A and PC_B,
When you install it on PC_C and "switch and start", the count on the CELSYS server side will increase,
and it is assumed that if this number exceeds a certain number, it will lead to the suspension of the license.
Details have not been made public, but the count is reset every year,
and it seems that it is set up so that it will not be suspended if you replace your PC in a general way.
