The operating handle won't move, please help

After pasting a solid color pattern into the selection,
the control handles are displayed, but I can't move them at all.
I understand that these blue squares are the control handles that allow you to enlarge, reduce, and rotate.
By the way, I was able to move the control handles that appeared when I created the text for the image.
I'm really stuck, please help me.
