Imported page ignores Project Settings "Trim margin has not been set", how to import with crop marks?

I have a project with a specific Inner Border and Safety Margin.
When I import a .TIF file into the project, the file is imported as a new page, but there's a "Trim markings not set" message and the file has no crop marks/inner border/margin.
Changing border/margin settings in Project Settings doesn't work on any imported pages (folio and story information also do not display), only on new pages. All Project Settings changes ignore the imported pages even after saving and enabling/disabling borders multiple times.
If instead Batch Import is used, the imported pages have crop marks as expected, but Batch Import overwrites all existing pages.
I want to add new pages in specific positions, how can I do this while also being able to adjust my crop marks?
