Tapper Is BUSTED

No matter what I do. Update the drive, update CSP, update my windows. The tapper feature is BUSTED on CSP. I checked in the XP PEN settings and it works there no problem so I know it's not the pen. I have re set multiple brushes to default and taper still won't work. Please help!
