deactivate perpetual license for move to new computer

I just upgraded the perpetual license to 4.0. But I'm going to upgrade my cpu,gpu,and ssd to nvme because of EOL of win 10 so I think the computer is going to register the win 11 install as a new computer. How do I deactivate this license so I can move it on the upgraded system?
I apologize if this was already asked before, It's a bit late over here.

    After upgrading to Windows 11, launching Clip Studio Paint will automatically deactivate it from the original version of Clip Studio Paint if necessary.
    If successful, Clip Studio Paint will be authorized on the new device and ready for use.

    If you are performing a clean install of the OS, back up the CELSYS folder if necessary.

    If you use the option to transfer settings to Windows 11, no special backup or migration work is required.
