"You cannot edit this project" fix? Vers. 1.13.2

"Open the file in the version you created it in (Version 1.13.0 or later). Despite me being on 1.13.2, it keeps saying this error for one specific save file. Yet the other file that is made on the same date and version isn't doing this.

I decided to try downgrading to version 1.13.0, but it still gave the same error. Then I tried on 1.12 and it said it can't read newer files.
I am guessing my only other option is my Clip Studio version has to be 1.13.1?? But I can't find any download links for it no matter how hard I look.

I can't save it in 'compatibility mode' until I figure out the right version, else the file opens as "read only" and I can't save or do any editing on it.

Anyone know of any fixes or an actual download of 1.13.1? I seriously cannot lose this drawing.

    If you have a smartphone, you can install CLIP STUDIO PAINT on it without adding any materials.
    You can use it for free for 30 hours per month, so if you upload files to the cloud in Clip Studio, you should be able to open them on your smartphone.
    Save in compatibility mode and change the name to prevent overwriting.

    Check if you can open it on your PC.

    The final version, version 1, should be fine for PC.
    Check if you can open it and identify which layer is causing the problem.

    If you received the file from someone else chances are it contains higher grade data that cannot be used in older versions.

    I tried all of the above, sadly nothing worked. File won't pop up in managed works. I sent a support ticket to the staff, hopefully they can figure it out.
