Comic Settings Help

I am trying to use the American standard for comics, I got these dimensions from someone that worked at marvel. I was able to get the trim settings right. I believe the inner border refers to live area or the safe zone. I think my settings for that are correct also although I'm not sure what outside M means...

He says the bleed is 0.125 inches on every side totaling 6.875 by 10.438 inches. However, when I make the canvas width or height any smaller than 6.889 x 10.445 csp gets mad and says the "Set paper size is bigger than trim size plus bleed width."

I think I've heard someone say that the canvas size does not really matter but I don't know if I believe that. I've also heard someone else say publishers reject files that miss by even a few millimeters. So I really want to get things right before I start drawing.

Am I misunderstanding something? Shouldn't the canvas size match the bleed dimensions? Why am I not able to make the page any smaller?

    The canvas size includes not only the full printed area including the bleed, but also space for the crop marks. So, for instance, you could set your canvas size to 7"x11" which will give you a narrow margin around the outside, though it would be best to find out what specifically the publisher/printing company wants. As long as the dimensions of the printed area are accurate it's easy enough to change the canvas size at a later time if needed, though.
