i cant download brushes

when i downloading brushes or anything else from assets, when loading it stucks with 16kb and then i get message about an unstable internet connection, actually my interner is ok.
but i Can(!) see those brushes in my downloads only when i check it on my phone but Not pc.
i also cant see them in materials and cant add them in tools.

i already cleared cache on browser and such.
and had reset csp to default settings but i still have this issue.

all was okay but something went wrong in one day, literally. i didnt update csp and didnt do something special.
i have 4.0 vers atm

    Please close CLIP STUDIO PAINT.

    Launch CLIP STUDIO (START) only, then go to the gear icon (Settings) in the upper right corner → Maintenance Menu → Rebuild Material Database, Rebuild Material Folder.
    Execute each of these.
    After execution is complete, restart your device and redownload the materials.
