Help using liquify tool for holographic lineart

Hi,
Is there a way to replicate this effect in CSP?
I came across this post: https://www.tiktok.com/@tetekastu/video/7657931156238732576
They're using Ibis Paint but the process seems possible in CSP. I rarely ever use the liquify tool so I just want to confirm if it is doable and if so how.
In the video they:
- Add a white dot in the middle of random colored strokes
- Blur everything together
- Liquify until the white dot is at the center and occupies the entire canvas
I can get around until here.
But then
- they use a "revert effect"
Do we have anything equivalent ?
I could simply liquify the image first and have the line art on a separate layer and just mask, but then the liquified portion itself wouldn't really flow with the line art.
