Any good tips on shading/How to shade or highlight Hair?

I'm now starting to grow back into the field of digital art, yet Shading and highlights on hair and clothing in general seem to be one of my main issues. If anyone has any brush or tool suggestions, perhaps you can help me out here? I've been trying to improve on my art yet these seem to be one of my main issues, thank you for your time.

I'm not really sure what you mean?
Shading and highlights are more about color, value, and technique rather than about which brushes you use, basically the fundamentals of art. Brushes would only influence the texture of the shading/highlights and depends more on style (cell shading verses soft/realistic shading is often referred to in this case).

As Axeswing said, it's more about the color choices than the brushes.
After you choose your basic color, the shadow will (obviously) be a darker color and the highlights a lighter color.
But to make it pop a little more, you can "add color" to your shadows/highlights instead of just choosing the darker/lighter color than your base color.
Usually, the shadows will be darker and more blue than the basic color and the highlights will be lighter and more yellow than the basic color.

Quick solution would be using blending modes of the layers (or brushes) over the hair/cloth layer.
Using add, glow, dodge, overlay, darken etc.

While it's good to know how light and color work ,
using blending modes can save time and money, if used properly.
If end results look good it doesn't matter if the lighting/shading is realistic ,physically correct or not.
