Why are files in "Appdata/roaming/CELSYS/promenade/dbcache" encrypted?

In "Appdata/roaming/CELSYS/promenade/dbcache" I noticed the files are encrypted. I was told this was a "local database cache" and that a portion of this database is subject to submission to Celsy's servers. Is there something about my "saved file" that has to be hidden,before transfer?
