How can I copy and paste into the same layer?

Selecting a picture and copying and pasting will create another layer. How can I copy and paste it into the same campus, not on the same campus? Not one more layer is created. Please let me know ~~

Unfortunate there is no way you can copy and paste onto the same layer. However, what you can do is after you have placed the image where you want it, press [ CTRL+E ] to instantly merge it without having to move your mouse.
You can also you the stamp tool, but it's a little difficult to control.
