Some materials downloaded do not want to be put into the Sub Tool decoration tab.

I downloaded some sub tool effects from the Clip Studio Asset area, and many of them work fine but there are some that do not transfer. It doesn't even have the white square and plus sign pop up when I hover them over the Sub Tool tab. I also can't tell where it's suppose to go, because it doesn't have a little icon with its respective area (marker/pen/clothing sub tool/etc). Am I doing something incorrect or is it the tool?
