"Communicaton on start up failed"

Hello, I am unable to login to Clip Studio. When I start the program a red box at the top labeled "Important Notifications" says the communication timed out and that communication on start up failed. If I click "Log in" nothing happens but the page refreshes and I get a red "!" by communication management that just tells me to please log in to CLIP. I cannot get the login bar where I put my user name and password to pop up to allow me to log in.
