Confusion about comic page layout/template

Forgive me, for I'm sure I'm about to sound incredibly dumb. I'm still brand new to CSP, and comic making in general (I've take one college course on traditional comic making). I somewhat understand what a bleed is, I've worked with Adobe InDesign and Illustrator. What confuses me is, according to the default comic templates CSP gives you, there are three rectangles on the page. What is the purpose of the small center rectangle? Is the comic supposed to the stretch just to the edge of small center rectangle, or to the inner second rectangle that meets with the bleed?

    The inner square is called the "basic frame". It is a standard line to make a piece when drawing a cartoon.
    Layer> New Layer> Frame Frame Folder
    The frame created by is created along the "basic frame".

    Also, in Japan, there are different sizes of paper in “A” and “B” ratios.
    Many manga magazines are "B-size", but they become "A-size" when they become single-line books.
