With the automatic selection tool, you can select multiple locations at a time by using multiple selections.

Also, if you learn quick masks and layer masks, you won't have to worry about pasting tone.
A quick mask is a very convenient way to take a selection.

Is the sub tool "Multiple references to other layers"? It is not “Select Reference Layer”.

If you can't, take a screenshot of the entire screen including the layer palette when taking the selection.
Also, please tell us what happens when you apply a tone.
