Can't run on Win 10 OS build 1903

I can't run the software all the way back to Win 10 OS build 1809. I was hoping updating to version 1903 may help. I have the latest build of Clip Studio Pro installed but it doesn't matter. I don't have any third party virus protection installed, just the default virus protections that come with Win 10. Is there something I should disable in order to run the app? Please help!

I think it's difficult to solve here, so you should visit support.
