Advice: Publishing Assets

I need to see if this can be an exception.

Okay, I want to publish assets I made from materials I got from posters/websites in the internet. I do not plan on taking the ownership of the material, but I will mention in the disclaimer the original poster/source of the materials. In other words I adapted/made the materials usable in clip studio paint for all CS users to use. The materials are even free for personal and commercial use, just as long as I mention where I got them (as cited n their website).

Can I still publish these assets despite it not mine (even if I will mention/cite the original source of the materials)?

    All materials must be created by yourself from scratch. If you ’re infringing copyright or violating our terms, we ’ll remove the violation and you ’ll lose your account if you do n’t. (The copyright of the submitted material must be attributed to the exhibitor)
