Anti-Overflow and Area Scaling options don't allow me to select them?

So I recently learned how you can set your lineart as a ref layer, and use anti-overflow and area scaling to color within the lineart. However, when I opened up the tool menu to select these options, they were greyed out. I cannot select either, even though it lets me add it to the menu on the canvas. (same thing on the main tool menu as well once I made it visible.)
Why is this? Do I have another setting enabled to prevent this? I currently have the up-to-date version of CS Paint installed. Any help is greatly appreciated!
