USB mouse stutters whenever I run Clip Studio Paint

This is something that has been happening only recently. I have a wireless USB mouse that is fairly new, and works smoothly. Whenever I boot up Clip Studio Paint (the actual program, not the launcher), it starts stuttering and stopping whenever I move the cursor. It stutters whether or not I'm in the program.
