Clip Studio Paint Pro Cursor Lag / Stutter

I recently upgraded my PC and also updated to Windows 10. Previously, Clip Studio Paint had been working perfectly fine. (I'm using a Wacom Cintiq 13HD)
But now, when I loaded up a piece I had previously been working on, the cursor lags and stutters. Enough for it to effect me being able to use the software. (The stuttering occurs even on blank canvases)
I loaded up Photoshop and it works without any problems whatsoever. I've noticed that it only stutters/ lags when I have my cursor in the canvas area of Clip Studio. This must be an issue with the software, surely?
I've updated my tablet drivers to the latest version, uninstalled and reinstalled Clip Studio and restarted my PC with no luck. I've also played around with some of the preferences but nothing seems to fix the issue.
If anyone has any ideas that might fix this, It would be greatly appreciated.
