Replace your PC from Windows 10 (32 bit) to Windows 10 (64 bit),

Since the old PC used 32bit Windows, the plug-in also has 32bit dll installed.
I don't know how you transitioned your environment,
If you copy the CELSYS folder from this old PC and bring it with you, there should be a 32-bit dll in the plug-in folder of the new PC.
