combining two drawings together... so many obstacles

I have a background on one drawing and a character on an other. They both have been drawn separately on bits of paper, scanned and filed. I have to bring them together in one drawing.
I put the background on layer 1, make an other layer and copy the character on layer 2. So far so good, but the character is not on the right place in the background. I try to move it, but it doesn't work. I select the character and take the "move" tool, but it won't budge. Should I do it an other way? How do I put it on the right place?
I hope someone knows how and wants to tell me.

3 years agoHello, you first must select the layer with the character then use the move tool to move the character.
