I don't know the location of layer properties

I've been able to do it once, but I'm having trouble doing it the second time.
I downloaded the cloud brush, and I want to draw it in white, but I only use black.
The first image is the image when it was done well.
It seems that I am messing with layer properties, but this layer property does not appear.
Only the second image comes out.
I would appreciate it if you could tell me.

3 years agoIt's hard to understand the question
The first one is a raster layer
The second one has a tone layer selected
Try creating a new raster layer
