Brush starts erasing

So basically whenever I use the eydropper tool to grab a color for a clipping layer to color my lineart my brush starts erasing, and when I check the settings it’s not set as an eraser. It only starts working once I fully close out of the software but then starts again when I use the eyedropper tool.

That's probably because you pick transparent pixels (using the wrong mode for color picker).
In CSP you can pick transparency (like any color) and paint with the brush like it was an eraser (preserving all the other brush attributes).
Check if you are picking transparency (check 3 small color swatches, transparency is at the bottom).
