slow download to iPad from Cloud

Upload to Cloud is fast, and download from cloud to desktop is fast but download of the same files from Cloud to iPad can take as long as an hour with the download often restarting mid download. I've signed in and out but nothing seems to be able to fix the issue. It's only been this way for about a week.
