I cannot draw outside of the canvas

I seem to have changed some settings but can´t figure out what it is. When I create new layers everything I draw outside of the canvas get automatically deleted. On the old layers im still able to draw outside of it but I can´t figure out what I changed. In the pictures below I drew outside of the canvas on both layers and it shows that in the new one it is cropped where it reaches the border of the picture. I already tried changing it back to the default settings but that didn´t help. How can I change that back? Thanks in advance for any help!

    I think it's the difference between a raster layer and a vector layer
    Raster layers cannot be drawn outside the canvas
    For vector layers, you can also draw outside the canvas
    It doesn't make much sense to be able to draw

    Try refraining from drawing too near the edge of the canvas. If you have a layer or reference that is getting in the way, put the layer on a low opacity or hide it. Keep anything that goes outside of the canvas on a separate layer so you can just click the transform icon and move it back into the canvas. If the drawing does get deleted and there is a clean cut where it was outside the canvas, then just redraw the image.
