HELP my blend tool is coloring and not blending

So I was downloading more watercolor brushes, I had never downloaded brushes before and I think I messed something up. I was going to blend my art when I realized, its not blending, its coloring. I deleted the downloaded brushes and reset the blend tool settings and even my workspace settings, nothing is working. NOTE: this is only happening on my vector layers, the other layer blend tool work normally. please help.
