Can't find New Layer

I have watched several videos on how to use Clip studio, but my program seems to be set up differently.
I can't find my New Layer button. It is Not at the bottom of the right hand side like it is in the videos.
Edit: I seem to have found anew Layer, but a RED circle with a dash through the center pops up, making it so that I cannot draw anything.
Please help! Thanks :-)

6 years agoNow... You can do two things. Create a shortcut that create a new raster layer. Go to file>shortcut preferences>main menu>layer>new raster layer and create the shortcut. You just need to click the assigned key and you will create a new raster layer.
Or you just need to show the command bar.
For the red circle you need to see if you have selected the right tool, for an example if you use the object tool on an empty layer you will have the red circle.- English

Or has a third option, you can add it to the upper bar.
