Sync between computer and iPad

I was synchronizing with my computer and iPad, but the iPad has the same email address.
I had two data, but one of them is out of sync with my computer.
The data on the iPad that I usually use had the same number of memories because the cloud could be synchronized with the computer.
I can't synchronize the data on the other iPad that I haven't used much, and I want to integrate the cloud with the data I usually use on Sukasuka. Is this possible?

The situation is that one PC license (data) and one iPad license are linked.
Another iPad license is out of sync.

    Check the login ID of the iPad that cannot be synchronized.
    You cannot synchronize unless you are logged in with the same ID as the other two.

    If you have logged in with a different ID, please consult with support and integrate them into one ID.
