Clip Studio Launcher immediately crashing; can't access anything

I'm not very informed about this, so I apologize in advance.

I've been using 1.9 for a really long time and it has all of my favorite brushes that don't carry over as nicely in 1.10, weirdly enough. Also, I'm experiencing some pen jerking in 1.10 as well as randomly losing pressure every so often, and overall it's been an odd and clunky experience.

On the other hand, although my 1.9 version doesn't experience these problems, I think my materials folder has been overloaded so much that its causing Clip Studio (the launcher, not the art program) to crash immediately after opening. I've tried to remove materials through the art program as well, but I think some of the materials became corrupted(?) because some of the material folders are empty and simply cause the program to freeze and crash before I can even try to delete them. So... basically I can't access the launcher at all, which also means I can't grab a certain material I liked using while I used 1.10.

None of the materials in 1.9 have been carrying over to 1.10; they are not backed up to a cloud drive (once again, because I simply cannot access that area in the launcher) so I'm pretty lost as to how to rectify this. I've tried changing my CELSYS folder to "1CELSYS", but all it does it create an entirely new and blank slate. I could try and write down all the brushes I liked and simply work with the new slate by redownloading everything, but... If there are any better ways to deal with this, then please let me know.
