Can't Move Navigator or Layers

So after each windows 10 update, something always goes wrong with my tablet moniter and I have to reinstal the drivers. but ater the most recent win 10 update, the problem was with my CSP app. when I use my mouse, i can move the navigqator anf layers just fine but when i use my tablet pen it wont work. it is blocky and if it moves it only moves a little. I have to repeatedly tap the layers to get them to move.
I have updated my art program, chages my computers settings in pen and tab, and reinstalled y drivers, and there has been no change. please help me if you can, i would reallly appreciate it.
