Pressing 'PAINT' but it doesn't open.

A few days ago, I encountered this error where I press 'PAINT' and it just, doesn't start. The app was working just fine the day before this happened. I've uninstalled it twice and restarted my computer twice as well. Nothing seems to work.. It'll have the box pop up and say the software is starting and it disappears leaving me on the home screen. I'm not sure what to do.
