Can't use CTRL to distort selection anymore + canvas slides when swiping with finger?

Hello,
I switched to a new computer yesterday and redownloaded CSP. I'm having two issues:
1. when I hit CTRL+T on a drawing and hold CTRL to drag the transform handles, I can no longer distort. Manually hitting the distort option doesn't seem to work as freely.
2. When I swipe the canvas with one finger to move it, it slides for an extra few seconds in the direction I swiped every time. This did not happen on my old computer (both are Surface Pros) If I use two fingers, it seems to be okay.
I don't know if this is an easy fix, but help is much appreciated!
