After upgrading, 'Let me run the software.' window open and not running

I installed it last week and it worked fine until the weekend.
Since then, I haven't done anything special, but currently it literally can't run, only the window remains like that, then disappears, and I can't run paint.
Runs occasionally (1/50 chance)
Not a firewall issue. I've confirmed that there is no problem with the settings.
No special error window pops up.
