Can't apply downloaded brushes

I tried to drag the downloaded brushes into the subtool group and some of them worked, others didn't. I don't know why, I just drag them and they don't appear in the subtool group. Please help.

What is that brush?
And what version of CLIP STUDIO PAINT are you using?
The current version is 1.9.11, but if you neglect to update, materials created with the new version's features will not be applicable.
