Lasso selecting all layers

All of a sudden when I use the lasso to select part of a drawing on a layer and move/transform it it will select ALL layers instead of just the selected layer. It did not used to do this. I've reset the lasso tool, I've rebooted CSP, and I can't fix it. The only thing I can do is lock or turn off the layers I don't want to alter, but I never had to do this before and it's quite irritating.

    If you look at your image, you're probably using the Move Layer tool. (Cross arrow icon)

    Select the [Move Layer] tool → View [Details of Sub Tool] → [Change Move Target to Selected State] (at the bottom of the three check boxes under [Move Target]) This is checked. Then remove it

    Or, without using the [Move Layer] tool
    In the selection range launcher (command bar displayed below the selection range), click [Enlarge / Reduce / Rotate], which is the fourth from the right, and then drag it to move it.

    If you can't do it the above way, I don't know the cause, so please wait for another answer.
