i deactivated so many times

i deactivated many time already and suddenly my account log out by itself and when i tried to log in back to my account it said that "this license has reached the maximum number of deactivations , so it cannot be activated on this device" does it mean i can't log in anymore or just on that device? and do i have to wait for a fews days for it to come back?

From the second time onward, there is a very high possibility that it cannot be revived as an unauthorized use, so please avoid using it in such a way that it is deactivated many times.
