Clip studio doesn't run Can't run

I posted a question, but I didn't get an answer, so I'll try adding some more and adding additional event viewer information to ask the question again.

I formatted my computer and reinstalled it.
When running, the hourglass appeared briefly and there is no reaction.

It also appears briefly in the task manager and then disappears.

Deleted then reinstalled
Run as administrator
Windows Firewall Exception Settings
run with old version
Setting exceptions for antivirus (V3lite)

After uninstalling the antivirus (V3 lite)
Setting exceptions in Windows Defender
Windows Defender Ransomware Blocker Doesn't Work

update windows to latest

However, the symptoms are the same.

Windows is Windows 10 version 21H1 (os build 19043.1151).

    Uninstall CLIP STUDIO and CLIP STUDIO PAINT in order in "Apps and Features" in windows settings.
    Restart your PC
    https://www.clipstudio.net/kr/dl/
    Download the latest version of the installer for CLIP STUDIO PAINT
    The installer download may not have been complete
    When the download of the installer is finished
    Open the installer and install
    The installation may not have been complete
    Open CLIP STUDIO PAINT when the installation is complete
