It is possible to draw an image in black on a white background or transparent PNG, but it may be difficult to extract the original image with the same line.
(Lines are broken or details are distorted)
I will write the procedure for the time being.
Import PNG → Select [Convert Brightness to Transparency] in the Edit menu → [Convert Layer] in the Layer menu and select [Vector Layer].

If you just want to correct the line width, you don't have to convert it to a vector
After "Convert Luminance to Transparency", you can adjust it to some extent using the [Line Width Correction] sub tool in the state of the raster layer as it is.

Vectorization depends on the setting in "Layer conversion".
You can also prevent the "hollow inside" as Crysta for iPad says.
You can also operate the outline shape or the center line shape. (Depending on the parameters)

The problem is that the image quality of the original picture is affected, so if the original picture is small, it will not be converted cleanly (you can correct the line later).
It is better to have a fairly large original picture to make it beautiful.

Raster vector conversion software, not limited to Clip studio, is not good at processing the part like the orange arrow in the figure below.
Humans can give lines the meaning of hair, eyelashes, and eyebrows, but computers do not.

Therefore, it is impossible to convert it to a vector like a line drawn in red and blue.

If you try it, considering the time and effort to edit the vector-converted one and make it easy to handle
I think you can conclude that it is faster to tress with a vector pen.

However, it can be used in places where the intersecting lines are not concentrated.
