Unfolding colored paper and illustration files makes you feel stiff

It doesn't matter until you start the paint app, but if you put out a new colored paper or expand the illustration from the file, you can feel it at 3 second intervals without doing anything. It doesn't matter what the interval between the feelings is. If you erase all the illustrations, the stickiness will disappear. It can be a pen or a mouse. There was nothing wrong with the PC I was using before. There is plenty of PC specs, and I checked the environment settings and version, but it didn't improve.
