    I can chooseRadial blur from Both directions, Forward, and Backward, but I can NOT choose spin blur, it does not exist!

    Is it "realistic" to blur a still image?

    The radial blur filter you say in other software doesn't exist in CLIP STUDIO PAINT.

    Place the tire in the center of the square canvas

    Select "Polar coordinates" in "Distort" from the "Filter" menu.
    Set the transformation method to "Polar to rectangular"
    "OK"

    Select "Motion blur" from the "Filter" menu "Blur"
    Set the "blurring distance" according to the image of the tire
    "Blur angle" to (0)
    Change "blurring direction" to "front and back" or something else
    Make "Blur method" "Smooth"
    "OK"

    Select "Polar coordinates" in "Distort" from the "Filter" menu.
    Set the transformation method to "Rectangle to polar"
    "OK"
