Question about clipping

So, I would like to do something on Clip Studio Paint Pro but I don’t know if it is even possible, and if it is, how. I have not figured a way to do it with clipping and layer masks, but maybe it’s just me. I don’t really know how to explain it solely with words, but I have linked an image to better showcase what I would like to do, so let’s use it to understand what I mean, step by step.

1) First, I open a picture of the Joconde (or whatever else as long as it is a picture of something).
2) Then, I add an opaque black layer above it. Obviously, it is now impossible to see the Joconde.
3) Now, I add something (in this case, a circle, but it could be any shape) that makes what is under it disappear. Thanks to that, we can now see the part of the Joconde that is directly under it.
4) Finally, if I try to move the circle around, it will keep revealing what is under it while keeping the rest in the dark.

My question is: is there any way to do what I just explained, or at least something similar? All I need is a way to hide a certain part of a specific layer, a way that can be moved around and have the shape I want. It could work like usual layer masks, but to my knowledge, those can not be moved around as they are stuck to their layer.
