For the current Music Illustration Contest that Clip Studio Paint is holding, are artists allowed to work together/collaborate to submit a piece together or is an artist only allowed to work by themselves?

I think you should check with the organizers.

I don't know. If you checked the application guidelines for the illustration contest and it's not mentioned in the details, and you're worried about not checking, why not check the questions form of the organizers who are running the contest?

Due to the nature of the contest and collaborations with tablet manufacturers or anime,
it may only be mentioned on the overseas or Japanese pages, so if you're asking a complete stranger, it would be polite to at least include a link saying "This is the contest."

To further elaborate, here is the link to the contest page:
    https://www.clipstudio.net/en/cspcontest39/

On the list of questions, there is nothing in regard to working with another artist. Has this ever happened in the past?

In past contests, many were held at the school level, so as a relief measure for students who did not meet the recruitment requirements, such as those attending free schools, there was a link with the message "Please contact us to see if we can accept your application under certain conditions." Below is a screenshot of the relevant part of the page from the Internet Archive. https://web.archive.org/web/20230315025142/https://www.clipstudio.net/promotion/comiccontest/en/ There doesn't seem to be a contact point on this page, but basically, if you can't determine whether you meet the conditions, you can write your requirements on the support page and contact us. I don't think you'll get an answer. On that note, I'd like to say that since we've already answered "contact the manufacturer's support," please don't bother us to get meaningless and useless information, and contact us assuming that there is no further answer.
