Folder Blend Not Working When Using An Effect

I would be able to do this effect back in Clip 1.0 and 2.0 where you can group layers drawn in white into a folder and have the folder set to multply with a border effect.
When doing so the layers with white colors will be blended while only the black border would be shown creating a clean looking lineart.
I'm not sure what caused this effect to no longer work but I've tried the same technique in photoshop and it would work perfectly fine.
Is this an error? Is this no longer supported? Is there an updated method to execute this technique on CSP now?

I've attatched an image to show a side by side comparison on the results.
I'm not sure why CSP's blending effect is making the white layers to be black.

    In CLIP STUDIO,
set [Border Effect] on each individual layer, then set [Multiply] on the folder.
I think this will achieve the same effect.

This is the same setting as in previous versions, so I don't think there have been any changes.
