The scroll bar is small

I'm drawing with a drawing tablet.
When I try to use the pen to grab the scroll bar for the pen subtool or tool properties, I end up accidentally widening the window or changing the settings. Are there any shortcuts that allow me to operate just the scroll bar?

Menu Window → Palette Dock (bottom) → Check Fixed Width and Height.
Unfortunately, I don't think there is a setting to change the width of the scrollbar.

I understand you're using a tablet, but are the interface settings wrong? (On my tablet at home, the bar is twice as wide, and about 40 icons on the left side are lined up vertically, WQHD)

I don't think that's the way to do it, but I don't think you grab the bar by just placing the cursor on the scroll bar and turning the wheel (the wheel is on the left device: Tourbox Elite)

Since it's Windows, it's best to research it yourself and make it convenient to use.

Use an app that allows the keyboard to emulate a mouse.
    ■ Scrolling with the keyboard
    Mouse emulation (wheel): Rotate KEY
Assignment: Up and down arrow keys
Operation: Place the pen on the cursor and press the arrow keys to scroll

You need to be careful not to touch the numerical values or the right end of the slider bar, but just like the canvas, you can grab any part of the palette other than the scroll bar and move it up or down by holding down the space bar and touching the palette.
