If you open a tool and then open another tool on top of it, you cannot use the previous tool.

For example, if I open a tool and then open another one, it overlaps with the previous tab and I can't use the previous tool.
When I checked, it seems that the previous tab disappears when I open a new tab, and I don't know why this happens.
I haven't registered a workspace, so I'd appreciate some advice.

    This is because each palette is floating. I think it's fine to store it in the dock.

    If it's too much hassle, go to the top menu, Window → Workspace → Return to basic layout
