My computer got water damage so I want to transfer to another. I can't open the old computer to deactivate and the new computer won't let me activate it. When I put in my serial number it says there is another application other than clip studio open. Even though all apps are closed

There is no need to deactivate on the old PC.
When you activate on the new PC, a license deactivation dialog will appear.

Please restart your PC and try again.
